    Description: 
    Male figure stands in an active pose holding a rifle in both hands. He is clothed in Spanish-American War era military uniform, including a full-brimmed hat tipped back, exposing thick wavy hair. Figure stands on a tall pedestal that forms the upper base. A circular stepped base forms the lower base. The memorial is surrounded by a circle of shrubs and bark chips which is in turn surrounded by eight columns approximately two feet high which are connected with black chain link. On the north and south sides of the memorial are two cannons.

    Erected by the citizens of Oregon. Dedicated to the Spanish-American war dead of the Second Oregon U.S. Volunteers Infantry. The cost was $15,000.
