    Atop a square base stands Stephen Decatur with his feet together, leaning very slightly toward his proper left. He holds a cloak in his bent proper left arm, and his proper right arm is at his side. He wears a military uniform with boots. Behind the figure stands a rectangular relief panel depicting the burning of the Philadelphia in Tripoli Harbor.
