    Description: 
    Full-length male figure is leaning, half seated on top of a hitching post. His proper left leg is bent, the bottom of his foot resting halfway up the post. His hair is just below ear length, and he wears a jacket with notched lapels, long pants, a collared shirt with a Western-style tie at the neck, knee-length boots and cowboy hat. There is a holster around his waist that holds bullets and a gun at his proper right hip. His hands are in front of him at waist height, his knuckles pressed together. There is a star-shaped badge on his proper left lapel.

    Remarks: 
    In keeping with historical fact, the statue was approved for city hall because it represents the earliest form of government in Hays. The Hays City Commission gave their unanimous approval on April 11, 1974. The cost of the statue, cut from a 7-ton block of limestone, was estimated at $3,000. IAS files contain copies of articles from the Hays Daily News (Kansas), April 10, 1974 and Oct. 12, 1975.
