The sculpture cost $13,500 and was erected as a Bicentennial project by the Joseph L. Davis Post No. 47 of the American Legion and the Havre de Grace Bicentennial Commission. $1,700 of cost was contributed by American Legion Post 47 and $1,000 was contributed from the publication The Aegis. The project was the idea of David Craig, a Havre de Grace resident and teacher. It is said that Lafayette gave Havre de Grace its name, finding it reminiscent of France's Port of Le Havre.
