Description:
Installed high up on the fourth story north cornice is a standing portrait of Justinian with his hands raised to his chest. He is dressed in a long toga and a headband adorned with a cross on the front.

Remarks:
One of four courthouse sculptures of men representing the law in all its human form, the human sources of law. The sculptures are installed on the cornice on the north side of the courthouse. Sixth-century Roman Emperor Justinian (500 AD) represents civil law.
Lehman
& Schmidt were the architects of the courthouse.
IAS files contain related articles from the Plain Dealer (Cleveland, OH), March 21, 1965; Oct. 1, 1930; and April 7, 1927; an excerpt from Lawrence J. Marzulli's "The Development of Ohio's Counties and Their Historic Courthouses," Columbus, OH: County Commissioners Association of Ohio, n.d., pg. 41.; and a pamphlet entitled "The Courthouse: a Photographic Document" from the Cuyahoga County Archives. IAS files also contain unpublished material on the courthouse art work from the Cuyahoga County Commissioners Reference Library. The Lybarger publication notes the artist as Herman Matzen, but all other sources refer to the artist as Konti.
