Remarks:
Originally a figure of a young boy, with boot on his proper left shoulder sat within the fountain. (That statue, titled "The Unfortunate Boot," may have been by J. W. Fiske Iron Works). The "boy with boot" statue was found broken in 1929, and replaced by the Chloe figure on November 29, 1929. IAS files contain photocopy of image from Historic New Orleans Collection, published in Sally K. Evans Reeves & William D. Reeves' "Historic City Park: New Orleans," 1982, which shows Owen Memorial Fountain in 1910, with the Unfortunate Boot sculpture in place. That text suggests that Weiblen erected the fountain. For further information see City Park archives, minutes of the board 1920-29.
