    Description: 
    A tall fountain formed from stacked, interlocking horizontal elements, welded in place, collectively creating the impression of a hollow building tapering at the top to a point. The structure is reminiscent of the Empire State Building. The fountain rests on a stepped circular base, made of marble or granite, and is anchored by bolts onto a concrete foundation that reaches 20 feet down. Water flows from the top of the base over the steps into a circular basin with a stepped exterior.

    Remarks: 
    The fountain was one of two projects funded by $903,350 in contributions. The fountain was designed to honor the late Senator J. William Fulbright. It symbolizes his worldwide influence, mainly through the Fulbright International Educational Exchange that he helped establish. Fulbright was president of the University of Arkansas from 1939-1941 before serving as a United States Senator for thirty years. Welder Jeff Dowell and a crew from Hankins Sheet Metal of Kansas City, Missouri, supervised placement of the sculpture. IAS files contain an article from the Arkansas Democrat-Gazette, Aug. 8, 1998, pg. 1B and 12B.
