    Description: 
    Portrait of Caesar Rodney, dressed in colonial military uniform with a tricorn hat, on a galloping horse, holding the reins in his proper right hand. On the base are two reliefs. The relief on the west side pictures Rodney casting his vote in Independence Hall --two men are seated at desks, three others are seated facing them while one man is making an impassioned plea. In his proper left hand he holds a tricorn hat and sword. The second relief shows Rodney arriving at Independence Hall and being greeted by Thomas McKean --a male figure in an outdoor setting, greeting another man who has just dismounted from his horse. A Colonial soldier stands in background at attention.
