    Description: 
    Standing figure of General Artigas dressed in his military uniform which consists of a short jacket, buttoned vest, and tall boots each adorned with a tassel. With his proper right hand, he holds out his hat. His proper left hand rests on the top of his sword which hangs horizontally at his side. His proper left foot is slightly forward and he stares straight ahead. The sculpture stands atop a low square base.

    Remarks: 
    This sculpture is a recast of Blanes' sculpture of Artigas which was cast in Florence in 1898 and stands in Montevideo, Uruguay. The design of Blanes' sculpture was taken from his painting of Artigas standing in the doorway of his fortress at Montevideo. As a goodwill gesture prior to WWII, Uruguay's General Genta suggested the gift of the sculpture and in the early 1940s a cast was made in Montevideo from the original. It was paid for by Uruguayan school children and an appropriation from the Uruguayan Chamber of Deputies. When finished, the sculpture could not be shipped to the U.S. because of wartime restrictions on transportation.
    The sculpture remained in Uruguay until after WWII when General Genta shipped it to the U.S. on April 16, 1947 without the prior knowledge of the American embassy. The sculpture was authorized for placement on federal property on June 26, 1948. On June 25, 1949 Congress authorized $23,000 in funds for construction of the base and the installation site. The base was designed by Harbeson, Hough, Livingston & Larson to be in keeping with the design of the Pan American Union building which is next to the sculpture. The John L. Goss Corporation was responsible for the stone work.
    IAS files contain an excerpt from Jannelle Warren-Findley's Aug. 1, 1985 report for the National Park Service entitled, "A Guide to Selected Statues, Monuments and Memorials," National Capital Parks - Central, National Park Service, Washington, D.C. (RFQ 3-4-1919) which includes a brief maintenance history, a list of bibliographic sources, and notes to additional information found in National Park Service files. The Goode publication notes that the sculpture was cast in Montevideo, Uruguay in 1949-1950, but the National Park Service material notes that the sculpture was cast in the early 1940s. The government of Uruguay made several casts of the Artigas sculpture for other countries which by 1948 included Venezuela, Cuba, Argentina, Peru, and Colombia.
