Description:
General
Pennypacker
is symbolized by a bare-chested, muscular male figure dressed in classical attire consisting of sandals, a helmet, and a flapped skirt belted at the waist. The figure stands atop an elaborately decorated cannon which is flanked by two roaring tigers. He strides forward taking a giant step with his proper right leg, stepping over a protruding piece of the cannon. Both hands are clenched in fists. His proper left arm is bent toward his chest and his proper right arm swings out behind him. His head is bent downward. The sculpture rest on a rectangular base.

At age twenty-two,
Galusha
Pennypacker
became the youngest general to serve in the Civil War. He was originally from Chester County, Pennsylvania and later settled in Philadelphia. The memorial was commissioned by the State Art Commission and the General
Pennypacker
Memorial Committee. Charles Grafley was responsible for developing the basic concept of the memorial, but the sculpting was taken over by his student, Albert Laessle.
