Sculpture on the courthouse building includes a fountain entitled "Spirit of the Ocean," carved medallions, a sculpted keystone, and figures of Ceres and Justice. The Spirit of Ocean fountain at the base of Anacapa archway has a larger than life-size male and female figure, each seated leaning towards each other, with a fish-like creature and tail rising between them. Also on the Anacapa archway is a seated figure of Ceres, the goddess of Agriculture holding a bushel of wheat, with a large overflowing grouping of fruit at the base on her right. A female figure of Justice is placed on the archway opposite Ceres. Justice holds a sword pointed upward in her proper right and balances scales on her proper left knee.
