    Description: 
    An arch decorated with figures and reliefs. The crowning sculpture is of Victory standing in the bow of a barge surrounded by five sea-horses ridden by Tritons and mermans. In her raised proper right hand she holds a laurel wreath, and in her lowered proper left hand she holds a branch of palm leaves.
    The attic of the arch has eight full length portraits including Commodore Paul Jones, Commodore Hull, Commodore Mac Donough, Commodore Decatur, Commodore Perry, Lieutenant Cushing, Admiral Porter and Admiral Farragut. There are four spandrels on the arch which depict the Atlantic and Pacific Ocean and the North and East rivers. There are two reliefs on the sides of the arch entitled "Protection of Our Country," and "Progress of Civilization."
    The relief entitled "Protection of our Country," depicts a woman wearing a long robe standing up in a wooden boat with a sail. Two seamen, nude from the waist up, sit on either side of her. They are looking straight ahead of them, and the rays of a large sun are visible behind the boat.
    The eight medallions on the sides of the arch depict Captain Lawrence, Commodore Preble, Admiral Foote, Admiral Worden, Commodore Bainbridge, Admiral Dahlgren, Commodore Barry and Admiral Davis. Eight double columns flanking the north and south sides of the arch depict the repeating figure of Winged Victory. Four sculpture groups on the four triple columns flanking the north and south ends of the colonnade leading to the arch depict, the Army, the Navy, the East Indies and the West Indies.
    Four sculpture groups are on the piers of the arch. The group entitled "Peace," depicts a man and a woman holding a baby standing in the center of a figure group. A man in a black-smith's apron is sitting on the proper right edge, with a standing boy and a sitting woman on the proper left edge. An angel is standing on a tall pedestal above them all. The other three depictions are entitled, "The Call to Arms," "The Combat," and "The Triumphal Return."

    Remarks: 
    This arch was erected by the National Sculpture Society in celebration of Dewey's victory at Manila Bay in 1898. The city appropriated thirty thousand dollars for the project, and the members of the society agreed to contribute the sculpture without reimbursement. The arch was completed for Dewey's visit to New York from September 28-30 in 1899. The arch was constructed of staff and was to be replaced with a more permanent material. The funds to replace the work were never raised so on November 13, 1900 the memorial was destroyed.
