CO./FOUNDER (On south side of monument:) Erected by the State of/Connecticut/In Memory of/the honorable/JOSEPH SPENCER Efge/Major Gen. of the Army/of the United States of/America Elected Counfeller/of the State of Connecticut/May 1766 and died in office/Jany 13th 1789 in the 75th/Year of his Age Founder's mark appears.
Description:
Monument is composed of a pedestal enclosed in four short Doric columns, topped with a Tuscan column and an eagle. There is a bas-relief bust of Major General Joseph Spencer on the pedestal. The eagle's wings are expanded and it is perched on a sphere.

Remarks:
Commissioned by the State of Connecticut under the auspices of the Daughters of the American Revolution, Nathan Hale Memorial Chapter. The amount of $5,000 was appropriated for the monument and an additional donation of $1,500 came from A. Cass Ledyard, a descendent of General Spencer. Joseph Spencer (1714-1789), a native of East Haddam, served in the Continental Army. After the monument was erected in 1904, his remains and those of his wife were moved from Millington Cemetery and reinterred on the site. IAS files contain related article from the Hartford Courant, April 15, 1962 and a copy of the dedication program.
