    Watts was a congressman (1749-1836). Born N.Y.C. August 27, 1749; studied Law; last recorder of N.Y. under the crown. Member N.Y. State Assembly (1791-93); Speaker (1792-93). Member committee to build Newgate Prison, N.Y.C., (1796-99). Member of U.S. House of Representatives from N.Y., 3rd Congress, 1793-1795. Judge Westchester Country, 1702-1707. Established and endowed the Leake and Watts Orphan House.
