Betsey Owings Burns was born on Jan. 29, 1838 in Berkely County, Virginia to William Burns and Ann Downey. On Sept. 5, 1861 she became the second wife of Hiram Milliken (b. 1825). She died on Nov. 5, 1934. IAP files contain additional biographical information. This is a companion portrait to that of her husband (IAP record 74430081).
