    Description: 
    Full-length male figure wearing a suit, tie and hat sits on a bench and reads a newspaper. His proper left leg is crossed over his proper right leg. He holds the open newspaper in both hands, and two additional sections lay at his proper left side. The open paper contains the text of a News-Times story about the Local Workers Act of 1976 which allowed for the building of the Library where this sculpture is sited. The papers on the bench are editions of the News-Times from 1928.
