Remarks:
After policeman Christos Rouses was killed in a drug raid, his comrades on the Lowell Police Force raised funds to erect a memorial for him. Their initial concept was simply a statue of a police officer. The artist, Mico Kaufman, suggested expanding the concept to include the figure of the child. He is quoted as saying "A cop is a cop, but if you put a child next to him he becomes a policeman."
