Description:
Post and lintel structure stands over a rectangular pool of water. Surmounting the lintel are two semi-cylindrical troughs. Four cylindrical posts rise out of the pool. Water pours out of the troughs, over the posts, and into the pool. The overall work is grey.

According to the artist "symbolism of the piece relates to shelter and protection." Nearby plaque reads: DEDICATED TO/T. B. MEADOWS/FIRST CHAIRMAN/OF/COMMISSIONERS/HENDERSONVILLE/HOUSING AUTHORITY/1962-1971/"HE PLACED ALL ABOVE SELF". IAS files contain copies of the artist's site plans, with detailed dimensions, and artist's description of memorial's symbolism.
