Rusticated base, double staircase to 2nd level; 3 openings on second level; central opening has pedestal which originally supported bust of Chauncey Hurlbut. Dome crowned with victory eagle. A bust of Hurlbut, now missing, originally crowned a tall pedestal placed in the central terrace opening.
