Keck signed Description:  America is an enthroned colossus draped in deep, folded robes and clasping the sword of justice. Her head is wreathed in olive branches, and a shield at her left is decorated with the seal of Allegheny County. She is installed at the top of stairs centered above the building's main entrance. The cornerstone for the memorial was laid October 2, 1908 and was completed at a cost one million dollars. Henry Hornbostel personally directed the construction and commissioned Charles Keck to create America. Inside the memorial, Keck designed two tablets; one dedicated to the memory of the Civil War Corps of Telegraphers; one dedicated to the memory of the Committee of Civil War Veterans, President Judges, County Commissioners, and County Controllers responsible for the erection of the Soldiers and Sailors Memorial Hall. The names of all 25,930 men who served appear on tablets inside the memorial. SOS! surveyor notes that the transcription of the signature may not be exact. SOS! surveyor also notes that according to the maintenance men, the statue used to be coated with velvet oil twice a year, but this treatment was stopped in 1991.
