Sculpture was commissioned in 1980 with a $20,000 Art in Public Places grant from the National Endowment for the Arts. An additional $480,000 in private and corporate funds was raised. Pittsburgh's City Council was to contribute $20,000, but controversy surrounding the abstract piece delayed the city's funding and eventually forced the cancellation of the commission in 1989. The NEA grant was cancelled and donations were returned. As of January 1990, the unfinished sculpture, built from $37,000 worth of carbon steel donated by the USX Corporation, remains in the artist's studio in New York. As of 1990, di Suvero was planing to complete the sculpture for a 1991 exhibition in Nice.
