Inscription:  (Incised at lower right of sculpture:) DESTINY/BERNARD FRAZIER-SCULPTOR-1966 signed Description:  Bas-relief on the facade of the federal courthouse features figures of a man and a woman. They are seen standing, dressed in long, close-fitting clothing, their heads in profile, looking south. The woman stands in front, her long hair blowing behind her and her proper left arm extended in front of the man, across his chest. Her proper right arm is around an eagle. The eagle is seen in profile with its wings straight up over its head.
