The sculpture was funded by the G.A.R. Post 19, its affiliated W.R.C., and town appropriation amounting to $1500. Dedication ceremonies were planned for Memorial Day, 1908, but a stone cutters strike in Barre, VT and Westerley, RI delayed completion of the monument until June 1908. The monument was dedicated on Memorial Day, 1909. IAS files contain copy of related articles from The Winchester Star, June 23, 1908 and June 1, 1909.
