Tillman D. Taylor was an Umatilla County sheriff who was killed in the line of duty in 1920. The sculpture is a gift of his friends. The base, added in 1939, was funded by the Pendleton Foundation Committee with income from a trust established by the estate of Minnie E. Stillman. An illustration of the model for the memorial can be found in Alexander Phimister Proctor's "Sculptor in Buckskin, and Autobiography," Norman, OK: University of Oklahoma Press, 1971, pg. 245.
