    Description: 
    A fountain with an eagle mounted upon a tall granite shaft, set in the center of a basin faced with thirteen granite panels, depicting various periods in Elbert County history from 1776 to 1976. The fountain is in a plaza setting, encircled by a walkway, with a stairway in the front flanked by two benches.

    Remarks: 
    The fountain was sponsored by the Elberton Elbert County Bicentennial Committee and donated by the member firms of the Elberton Granite Association. The fountain commemorates the national Bicentennial, and the thirteen panels on the basin correspond to the number of Colonial states. The eagle was sculpted by Dario Rossi, and the fountain designed by Ben G. Smith. Suttles Construction Company was the general contractor. Russell Johnson drafted the lettering on the granite.
