A memorial consisting of a uniformed Civil War soldier, sailor, barrel cleaner and swordsman, placed at each corner of the square base of a tall circular column topped by an American eagle. The sailor stands at the left front corner wearing a kerchief, a sailor's cap and outfit. He holds binoculars in his proper right hand and a rope in his proper left hand that coils around a post behind him. At the right front corner stands a Civil War soldier holding his rifle at the tip of the barrel with both hands. The butt rests perpendicular to his proper right foot. On the rear left corner stands a young man holds a barrel cleaner in his proper right hand. The bottom of it is planted beside his proper right boot. He wears a brimmed hat pushed up off his face, a kerchief, and a shirt with sleeves rolled up to his elbows. On the right rear corner, a swordsman stands holding the handle of a sword in his proper left hand with his proper right thumb in his belt. The end of the sword rests near the heel of his proper left boot. He wears a billed cap and a canteen strapped around his torso. Each figure is mounted on a small circular pedestal. At the top of the column, the eagle has outspread wings and clutches a flag or banner that winds around the column. At the bottom, the column is decorated with an eagle and star medal or insignia.
