The central panel, which is the tallest, contains full-length figures of uniformed male and female officers. Both figures wears hats, trousers and short-sleeved shirts. The panel on the left contains a cowboy-hatted figure on horseback. He wears a gun on his proper left hip and a badge on the proper left side of his chest. The sun shines in the upper left corner of the panel. The panel on the right is divided into three sections.
