Bronze figure of an eagle with wings half-furled. Its head points to the proper right. The sculpture stands on a three-tiered base. Each tier is distinguished by a center column ending in a circular bronze horizontal plate. The bronze base ends on a round concrete base which sits in the center of a fountain basin.
