    The sculpture is installed inside the Naval Heritage Center, which is adjacent to the United States Navy Memorial. The Naval Heritage Center opened in 1991. The sculpture, which was dedicated in 1992, honors military personnel and their families. The sculpture was funded by the Fleet Reserve Association.
