HORLICK/MAYOR OF RACINE/1909 (In recessed area, raised lettering:) U. S. W. V. Description:  A Spanish-American War soldier, dressed in a loose-fitting uniform and campaign hat, stands with his hands on his rifle, the butt of which rests on the ground. A satchel is strapped across his body and rests at his proper left rear. The sculpture is mounted on a rectangular stepped base of rough-hewn stone with a tapered upper section decorated with the Spanish-American War Veteran emblem.
