(Below, on bronze plaque:) DEDICATED/TO THOSE/WHO/MADE THE/SUPREME SACRIFICE/IN WORLD WAR II (Below, on bronze plaque:) AND TO/VETERANS/OF ALL WARS (Names of Cecil County men killed in WWI are inscribed on the slabs that flank base shaft.)
    Description: 
    A standing figure of a soldier dressed in his khakis and wearing his helmet. He holds a rifle in front of him with both hands. The base of the sculpture is a shaft flanked by large paneled slabs inscribed with the names of Cecil County men who died in World War I. At the bottom of the base is a row of three steps. At each end of the base, on the front corners, are tapered shafts topped by electric lamps. On the front of the base is a carved eagle.

    Remarks: 
    Erected by the people of Cecil County in recognition of the services of the county's men and women who served in World War I, and in memory of those county men who died in the war. Also dedicated to those killed in World War II and to veterans of all wars. The monument cost $10,000. The funds were raised through donations. Joseph H. Sloan of Elkton Marble and Granite Works had the contract for erecting the monument. It was initially installed in front of the Elkton courthouse, but was moved in 1940 when the courthouse was demolished.
    In the summer of 1994 the monument was washed with water. Stones in the platform were reset, and the joints were repointed. Injection grouting was used at the rear of the central pedestal where the cracked stone was starting to bulge. Replacements for the missing rifle end, bolt, and bayonet scabbard were carved from marble and glued in place. A portion of the nose, which had dissolved in the cleaning, was replaced with Jahn Restoration Mortar. The photo of the monument in the Cecil Whig (Elkton, MD), Nov. 19, 1921, shows the sculpture in its original location in front of the old courthouse. IAS files contain an article from The Cecil Democrat (Elkton, MD), Nov. 12, 1921, discussing the dedication.
