    Standing female figure wearing a crown with a star on it. Her proper right arm is raised with her index finger pointing up. Her proper left arm is lowered and is resting on an anchor by her side. The statue is located in a niche on the second floor facade of the building.

    IAS files contain an article from the Caledonian Record (St. Johnsbury, VT), Oct. 27, 1992, pg. 1, which gives details about a disastrous town fire which occurred Oct. 27, 1892, resulting in $152,000 of property damage, two lives lost, and 16 businesses along Raildroad street burned. The statue was erected by Matthew Caldbeck shortly after the blaze in memory of James Mitchell who perished in the fire. It is likely the statue was done by local granite company St. Johnsbury Granite Works, known to have produced two "Hope" statues. The statue was in place by Feb. 9, 1893, per a Caledonian news account.
