The memorial was built by the Florida Works Progress Administration to commemorate those who lost their lives in the hurricane of 1935. Cost of the memorial was $12,000. The memorial was designed by artists of the Miami Federal Art Project under the supervision of Wood. The original design for the bas-relief panel was submitted by Lawson and was sculpted by Bemelmans with assistance from Miedema. The tile map was designed by Kitchens and Reyes and executed by Gisbert and Shaw. Klikenberg designed the bronze plaque. The memorial was sponsored by the Monroe County school board, county commissioners and the Harvey Seeds Post of the American Legion.
