    Description: 
    Granite shaft capped with an eagle with wings spread sitting on a sphere. The top portion of the shaft is encircled with reliefs of stars on a fluted field. The bottom of the shaft features a relief of a torch and is encircled with reliefs of flowers. The shaft sits on a platform with stairs at both the front and rear.
