Monument consisting of a tall pink granite shaft with a bronze bas-relief panel inset on the front face. The relief is a depiction of Liberty. The full-length female figure wears sandals, a long robe and a wreath on her head. She stands on rocky ground. She holds a shield in her proper right arm; the shield rests on her proper right hip. Her proper left arm is raised and she holds a palm branch and a laurel wreath in her proper left hand. She stands in front of a laurel bush. The granite shaft is tapered and tipped by a truncated pyramid. On each side of the top of the shaft is a bronze seal: city seals are on the front and back; state seals are on each side. A band of Greek fretwork encircles the shaft between the seals. On each of the Honor Roll plaques on the back and sides of the shaft are reliefs of two eagles with a banner between them. The shaft sits on a low concrete base.
