(On front face of top gable, raised and polished:) PRO PATRIA (On front face of pier, incised in polished surface:) ERECTED BY THE/STATE OF CONNECTICUT/ (followed by relief of seal of the state)/AND CITIZENS OF THE TOWN,/IN MEMORY OF/WINCHESTER VOLUNTEERS/WHO DIED/OR WERE KILLED IN THE/WAR OF THE REBELLION,/AND WHOSE BODIES/WERE NOT BROUGHT HOME/FOR BURIAL (On front face of base, raised in recessed panel:) 1861-1865 (On east face of pier incised in polished surface are 21 names with company and regiment) (On north face:) RESIDENTS OF WINCHESTER/WHOSE SERVICES WERE CREDITED/TO OTHER TOWNS/BODIES NOT BROUGHT HOME (followed by ten names with company and regiment) (On west face are inscribed 22 names with company and regiment) unsigned

A granite monument consisting of a stepped base and a tall pier with a gabled pyramidal top, on which rests a large sphere finial. Above the dates inscribed on the base is a medallion, raised in a recessed circle, of the Seal of the United States. Text is inscribed on all four sides of the tall pier. Around the corners of the 40 ft. x 40 ft. veterans' burial plot, in which this monument sits, are four miniature (18 in. x 38 in.) granite versions of the central monument.
