    Description: 
    High-relief concrete tableau on top of a building above the main entrance to the building. Two full-length female figures flank an elaborately ornamented center medallion. The figures wear classical robes and hold sheafs of cattails in their arms. The medallion features a man's face, or mask, on top of an urn. The face has a moustache and full beard. At the base of the medallion is a bison head. At each end of the tableau, standing next to the female figures at waist height, is a three-dimensional eagle with wings partially furled.
