The fountain was a gift to the City of Galveston from Henry Rosenberg, a wealthy banker who provided $30,000 in his will for "the erection of not less than ten drinking fountains for man and beast." In March and October of 1898, seventeen drinking fountains were installed around the city. Originally, several of the fountains had bronze ornamentation.
