The monument honors champion cowboys Toots Mansfield, Buddy Groff, Ray Wharton, Scooter Fries, Clay Billings, Todd Whitewood and Jimmy Adams, and those who support them. Bandera is "The Cowboy Capital of the World". Norma Jean Anderwald designed the bronze plaque, using the theme of a champion belt buckle. Earl Wurzbach and Norman Duffield of OMC Industries fabricated the sculpture. Thomas O. Smith, Jr. engineered and built the base.
