    Description: 
    A uniformed Civil War color sargeant stands with a flagpole to his proper left, holding the flag with his proper left hand and preparing to draw a sword with his proper right hand. He wears a cap, a knee-length coat, and a short cape pushed back over his shoulders. The soldier is mounted upon a tall shaft decorated with an inscription on the front, beneath a bronze Pennsylvania state seal. Sculptures of a soldier and a sailor are installed on the shaft. The sailor wears a hat and holds binoculars up to his eyes with his proper right hand, his proper left hand is on his hip. The soldier holds the barrel of a grounded rifle in his proper left hand. On the front of the base is a square relief plaque depicting an artillery battery in battle, with a cannon armed by two soldiers firing towards the left. Lying on the ground in the lower left corner is a wounded man. Cannons and trees are in the background. In the lower right corner is a pile of cannonballs, and at the bottom center, a powder box.
    On the rear of the base is another relief plaque depicting an amphibious assault by a group of Marines. A group of soldiers with bayonets run in from the left, led by an officer waving a sword. A casualty lies on the ground at center bottom, in front of the officer. The Marines row in towards the shore, from the right. An officer, standing in the prow of the lead longboat, fires his revolver at the soldiers on the shoreline. One Marine has jumped out of the boat and is pulling it up onto shore. There are several sailing ships visible in the rear, and more longboats between the ships and the shore. The bottom area of the base of the sculpture is a multisided planter with lights.

    Remarks: 
    The monument was erected by W. F. Howland of Wilkes-Barre, Pennsylvania, and it commemorates the soldiers and sailors from Wyoming County who fought in the Civil War. The monument cost $9,000. IAS files contain a related article from the Tunkhannock Republican, Oct. 22, 1897, pg. 3, which discusses the dedication.
