    Description: 
    A standing figure of a Civil War color sergeant is mounted atop a tall granite shaft, with bronze figures of a soldier and sailor facing outward on pedestals flanking the lower base. The sergeant wears a cap, greatcoat, and short cape, and holds a flagstaff with an unfurled flag by his proper left side. On the north side, the bronze soldier stands at parade rest. He wears a cap and holds the barrel of his rifle at chest level with both hands, the stock resting on the ground. On the south side, the sailor holds the handle of his downward pointed sword with his proper right hand, his proper left hand placed on his hip. On the east and west sides of the base is a bas-relief plaque depicting a Civil War battle scene. On the east plaque, soldiers on horseback charge a group of firing soldiers. On the west plaque, soldiers fire cannons, as a wounded soldier holds up a flag in the lower left corner. The bottom tier of the base is rough-edged.

    Remarks: 
    The monument commemorates the soldiers and sailors of Perry County who died in the Civil War. It cost about $11,000. In Nov. 1895, a group of Perry County citizens petitioned the County Court, asking for compliance to a Pennsylvania Act of Assembly (passed May 22, 1895 authorizing Civil War monuments in county seats). The Perry Count petition was approved Aug. 6, 1897, and the contract was let Sept. 6, 1897 to Edward Gallagher, Jr. Excavation for the monuemnt began in Aug. 1898 and the monument was dedicated Oct. 22, 1898, during the 24th annual reunion of the Veteran Association of Perry County.
    The monument was cleaned and rededicated as part of the Bloomfield Centennial Celebration in Nov. 1998. Cleaning work was done by Mike's Refinishing (Belle Vernon, PA). The bronze figures were sandblasted, sprayed with a bronze-colored graphite finish, buffed and sprayed with a lacquer finish. Rice Memorial Works, a division of James R. Gingrich Memorials (New Bloomfield, PA), acid-washed the granite.
