Commissioned by the Mothers of Democracy for $6,000. A call for memorial came at their annual Armistice Day dinner in 1920, and most of the funds were raised in 1922. Except for $2,000 from Washington County, the funds were raised through public subscription and corporate donations. IAS files contain an article entitled "Honor to the Living; Glory to the Dead," by James T. Herron, Jr. which details the history of the monument.
