The base was erected as a Works Progress Administration project and was funded by several hundred dollars from the town of Harrison. John Pavlik led a group of scouts in cleaning up the sculpture in September of 1983 for his Eagle Scout service project under the supervision of the Charles Dawson History Center of Harrison.
