    Description: 
    A soldier in military dress stands at parade rest with both hands on the barrel of his rifle, the butt of which rests by his feet. On his proper right he wears a canteen. The soldier is mounted on a pedestal-like base with reliefs on the sides and rear. On the rear relief there is a soldier with his horse rearing on its hind legs. On the relief on the side a soldier stands with a staff in his right hand and a rope tied to mooring in his left hand. On the relief on the other side of the base, a soldier stands in front of a cannon with a staff in his left hand and his right hand on his belt.

Nearby plaque reads: OCEANA COUNTY/IN LOVING AND GRATEFUL OF VALORIOUS DEADS (sic)/ON BATTLEFIELD AND SEA DEDICATES THIS TABLET AS A LASTING/MEMORIAL TO HER SONS AND CITIZENS, WHO FREELY BARED THEIR/BREASTS AND SHED THEIR LIFE BLOOD THAT LIBERTY AND THE/NATION MIGHT ENDURE; THAT OPRESSION (sic) SHOULD FALL AND THAT/HUMAN PROGRESS MIGHT ADVANCE.
