    Description: 
    An eagle perched atop a fluted column which rests on a wide stone platform. On the north side is a relief of a cannon barrel draped with a flag. On the east side is a relief of an anchor and a rope. On the west side is a relief of crossed swords and a rifle. On the south side is a relief of a laurel wreath.
