Allegorical figure of Hope stands atop a rectangular pedestal and square base. Hope is a full-length female figure with long hair, dressed in a draped, Classical garment. The garment falls off her proper right shoulder. She leans on an anchor held in both hands, towards her proper left side.

Located Rose Hill Cemetery, 600 South Potomac Street, Washington Confederate Cemetery, Hagerstown, Maryland

The monument was erected as part of an appropriation by the Maryland General Assembly for the establishment of a cemetery for the Confederate dead from the battles of Antietam and South Mountain. The cost was $1,440. The States of Virginia and West Virginia each contributed $500 towards the monument and the cemetery. IAS files include an essay detailing the history of the Washington Confederate Cemetery, the Hope Monument and other Maryland monuments at the site.

In August 1993, the figure was cleaned with a non-ionic detergent, water and a hydrogen peroxide solution to remove organic growth. Hairline cracks in the plinth were closed and stabilized with a stainless steel rod. The pedestal was repointed and the brickwork of the pedestal foundation was repointed and reparged. The work was performed by the Cathedral Stone Company and funded by the Governor's Commission on Maryland Military Monuments.
