Commissioned by the Soldiers' Relief Commission ca. 1915 and funded from the Soldiers' Relief Tax at cost of $27.500. The project was initiated by Cyrus B. Osbourne, a Civil War veteran. Edward A. Pryor supervised the construction and J. O. Wilken erected the monument. Mullins supplied the statues; Russell the tablet. Granite was cut by the Cross Brothers. The foundation was laid in September 1916 by the Kimbalton Construction Company. The monument has come to memorialize all wars prior to World War I. IAS files include a copy of the Honor Roll of Cass County soldiers who served in the Civil and Spanish American Wars.
