    Remarks:
IAS files contain a copy of an information booklet available at the Mount Carroll Library discussing the monument, the decision to erect it, the artist and the markings. Lorado Zadoc Taft was the artist of the piece, George H. Mitchell designed the memorial, Josiah Schamel built the foundation, and John S. Hall designed the annex arch. The idea for the memorial originated with the Soldiers and Sailors Reunion Society of Carroll County, formed in 1884. In Nov. 1890, the County Board of Soldiers appropriated six thousand dollars for the monument. By Feb. 1891, eight designs had been solicited and Mitchell's design was selected. Five thousand individuals attended the dedication ceremony on Oct. 6, 1891. Annex was added when county discovered that the original honor roll list was missing many names.
