A fountain and sculpture consisting of a pool with an underwater steel ring that emits a cone-shaped spray. Pool is constructed of concrete with a brick cap and is flush with concrete pavement scored in a radial pattern. Directly to the north of the pool is a concrete wall that reflects the shape of the pool. On top of the wall is a painted steel sculpture in the shape of a circle, again repeating the pool shape. Remarks:
Sculpture and fountain are part of the East Bank River Promenade that was constructed in 1985. The fountain was constructed before the East Bank River Promenade was constructed and was rehabilitated while the surrounding pavements, walls, and steps were redesigned and the sculpture added. Viewers who stand above the fountain can look through the circle down the Chenango River to the confluence of the Chenango and Susquehanna Rivers. IAS files contain correspondence from the landscape architect and blueprints for the installation.
