(Dedication plaque:) ON 20 MAY, 1988, THIS MEMORIAL WAS DEDICATED TO THE SERVICE AND SACRIFICE OF THE THOUSANDS OF/TIDEWATER VETERANS OF ALL WARS, FROM THE REVOLUTIONARY WAR THROUGH THE MANY CONFLICTS WHICH/FOLLOWED. THE TIDEWATER AREA OF VIRGINIA IS PROUD OF ITS MANY MILITARY VETERANS AND PAYS EVERLASTING RESPECT HOMAGE AND TRIBUTE TO THOSE WHO GAVE THEIR BEST EFFORT AND FINEST SACRIFICE SO THAT OUR WAY OF LIFE SHALL BE PRESERVED FOR EVER.     Description: 
    Site-specific memorial consisting of two linked, semicircular concrete fountain pools. Out of the pools rise vertical, semi-circular concrete panels. The panels are flat and sit parallel to each other, increasing in size from one end of the pool to the other. The larger pool has 11 vertical panels and the smaller pool has 9. The panels are painted white and form a spherical composition that is divided in half and offset along a northeast/southwest axis formed by the pools. At the north end of the fountain is an area with eight flagpoles. South of the fountain is a continuous, curved, concrete bench that extends the full width of the fountain. Behind the bench is a sodded earth berm and two rows of planted trees.

    The flags which fly over the memorial are the United States flag, the Commonwealth of Virginia, the five military services and a Tidewater Veterans flag. A POW/MIA flag flies beneath the United States flag. IAS files contain complete transcription of dedication plaque.
